GOVERNMENT POLICY ANALYSIS
The government's vision for devolution in England, highlighted in the upcoming English Devolution White Paper, aims to enhance local authority powers over services like transport and housing. However, uncertainties persist regarding the impact on existing local authority structures. The Chancellor's Autumn Statement suggests a focus on mayoral combined authorities, with Greater Manchester and the West Midlands set to receive integrated settlements.
Concerns arise over the potential marginalisation of areas pursuing Level 2 devolution, as the emphasis on mayoral structures may not suit all regions. District councils fear reorganisation could distance them from local communities. The government's push for devolution is tied to growth and investment, but critics argue that current processes may not align with local needs, urging for more comprehensive funding and powers.
LOCAL GOVERNMENT
Local councils in Suffolk face potential abolishment in a government proposal to consolidate district councils into a single unitary authority. Discussions are preliminary, with Suffolk County Council in talks with the government, though no definitive plan has been agreed. Concerns arise over maintaining local governance's effectiveness and proximity to communities.

A group of Labour MPs proposes abolishing Lancashire's 15 councils, replacing them with three or four local authorities and a mayor. This aims to simplify governance and centralise services. However, council leaders have rejected the idea or demanded a referendum, labelling it "civic vandalism."

Attending my first IGPP SEND Conference was truly inspiring—bringing together professionals from councils, schools, and education providers, all driven by a shared mission to improve outcomes for children and families.
Our focus was EHCP Plus, a Generative AI tool designed to save caseworkers time by drafting Education, Health, and Care Plans. This frees them to focus on what truly matters: supporting children and families. Engaging with attendees, alongside Margherita, Emma, and Henry from Outcomes Matter Consulting, sparked meaningful discussions about the tool’s potential and the importance of integrating AI thoughtfully.
My key takeaway? Listen first. Real solutions come from understanding the experiences of parents, caseworkers, and councils navigating these challenges daily. At Agilisys Transform, we’ve co-developed EHCP Plus with the real experts—those living and working with these systems.
