Digital and Data Bill
The King's Speech announced a new Digital Information and Smart Data Bill aimed at modernising public services. Key elements include electronic registration of births and deaths, digital verification for public services, and smart data schemes.
The bill also addresses cyber security, with plans for a Cyber Security and Resilience Bill to protect digital services and critical infrastructure. Additionally, a Railways Bill will introduce digital pay-as-you-go and season ticketing.
These initiatives reflect the government's commitment to enhancing digital public services and improving cyber resilience. The new legislation aims to streamline operations and ensure secure, efficient service delivery.
AI and Digital Government
Feryal Clark MP has been appointed as the under-secretary of state for AI and digital government, overseeing digital public services, cyber security, and AI ethics. Her role includes managing the AI Safety Institute and the Digital Centre of Government.
Clark's background in biomedical science and previous shadow ministerial roles position her well for this new responsibility.
AI Ground Rules
The PCS union has launched a campaign to establish AI ground rules in the UK government, aiming to protect jobs and workers' rights. The union calls for transparency in AI systems and legislation to address safeguarding, discrimination, and regulation concerns.
A model agreement proposed by PCS includes consultation requirements before AI implementation and ensures AI does not lead to job losses or affect employment terms. Productivity gains from AI should benefit workers through reduced hours and increased pay.
This initiative seeks to ensure AI enhances public services without compromising employment security, setting a framework for responsible AI use in the civil service.
Digital Inclusion
Preston City Council has joined the Preston Digital Cooperative to enhance digital inclusion. The initiative will provide free Wi-Fi, refurbished devices, and digital skills training using UK Shared Prosperity Fund money.
The cooperative aims to bridge the digital divide by collaborating with public, voluntary, and private sectors. This effort aligns with the council's principles of community wealth building and democratic ownership.
The project is expected to improve residents' health, wellbeing, and life opportunities, while also exploring ethical market alternatives for local communities and businesses.
AI in Public Services
The Ada Lovelace Institute calls for the UK Government to define clear objectives for AI in public services. Labour politicians suggest AI could address truancy, support jobseekers, and analyse hospital scans.
Despite political interest, empirical evidence on AI's effectiveness in the public sector is limited. The National Audit Office reports that 37% of public bodies use AI, with another 37% piloting or planning projects.
The Government should prioritise understanding AI's use in public services, implement the Algorithmic Transparency Recording Standard, and address knowledge gaps in AI procurement. This approach could yield sustained public value and enhance service efficiency.
AI for Information
Public sector organisations face challenges in managing vast amounts of data. AI tools offer solutions by providing rapid, accurate information retrieval, aiding in policymaking, customer service, and more.
These tools streamline processes, reduce workload, and improve efficiency. AI-driven search functions and summaries help staff focus on complex tasks, enhancing overall productivity.
The integration of AI in data management supports better service delivery and decision-making, ensuring public sector operations are more effective and responsive to citizen needs.
